Help on law moving violation in a private community

What is the name of your state? Michigan
I was asked by the body that governs our condominium association, can we give permision to the police dept and state police to issue speeding tickeys in our community and we can not get a strait answer from our local gov. officials.
A: If you have public streets, the cops can issue tickets.
