Homeowners Association Speeding Tickets

What is the name of your state? Texas Is anyone familiar with the legalities of issuing pseudo speeding tickets in a private gated community? The streets are not public (golf carts are legal) nor maintained or patrolled by municipal governments. The HOA has decided to issue tickets to anyone exceeding the 25mph limit with no tolerance and no tribunal whereby you can defend yourself, just an automatic $25 assessment to your HOA dues. What is their authority to do so and the legal recourse of a resident to such charges?

**A: post word for word the section from the By-Laws that allow ticketing and assessment of fines by the HOA.
