How do you issue a subpoena for maintenance records?

What is the name of your state? WV

For parking meters? Most of the city's parking meters are several decades old and the timers aren't accurate. I'm trying to establish a case that the city has not properly maintained the meters. How do I go about getting a subpoena for any maintenance records?
