huge registration fines- cant pay

I got a warning for a non-registered vehicle. (It was also uninsured but didnt get warned for that). I attempted to pay the registration, but they said there were late fees. Attempted to non-op but couldn't. Every time i try to pay, the fees have gone up too far for me to pay it and I cant pay part of it off. My license will not be renewed and I think I have a warent out. Is there anything I can do rather than paying the fines? I have heard of something like a quick claim title or junk yard deed can help me get out of it but how? Any info is welcome. Thanx.
