Illegal turn at T intersection(quick advice)

state:ca

pulled over for not completing my stop before proceeding with my right turn. the light was red at "t" intersection

facts:

i did come to a complete stop.
officer was in the middle of the road.
the police officer was just around the corner...almost hit him.
he was obviously cattle calling and pulling alot of drivers over.
i had nj plates(he pulled me over because out of state drivers in ca for more than ten days need ca reg,lic,insur....jackpot?

can anyone tell me if i have any chance of using the facts to win my case
