impeding traffic vc22400a


What is the name of your state (only U.S. law)? CA
I got pulled over for "impeding traffic" (vc22400a).
I made a right turn from street A to street B and immediately moved to the second lane because the right most lane was stopped. About a block down I saw the reason, all these cars were trying to go on the freeway, which is where I needed to go too. I am new to the area and did not know exactly where the fwy exit was or I would have stayed in the right most lane. I turned on my turn signal and started moving slower along the slowly creeping cars hoping someone will let me in. There were no cars on the road other than in the right most lane, although I was moving below the 35 mph speed limit I don't see how I could have been "impeding traffic". Eventually, some 100 feet away from the beginning of the solid white line someone did let me in. The cop was sitting in the V that a road and an exit create if looked at from above, and he pulled me over.
So my question is, did he have the right to? or my understanding of this law is somehow wrong?

California vehicle code section 22400(a) states;

22400(a) No person shall drive upon a highway at such a slow speed as to impede or block the normal and reasonable movement of traffic unless the reduced speed is necessary for safe operation, because of a grade, or in compliance with law.
No person shall bring a vehicle to a complete stop upon a highway so as to impede or block the normal and reasonable movement of traffic unless the stop is necessary for safe operation or in compliance with law.

Even if you did not block traffic in the lane you were in, your actions impeded the traffic in the other lane when they had to stop or slow down to let you in. This meets the letter of the law for the statute in which you were cited.
