impound sold car

My boy friends car was impouned for a manditor 30 days.He was told that if all fines and tickets even this one where not cleared up that they (state police)would not release it to him even after the 30 days was over. Well the impound yard sold the car before it even went to court and sent the balance to collections. The case was dismissed and all charges dropped do to officer not reporting everything that happened at time of ticketing. What can we do to get his car back.At that time it was are only transportation, and we needed it so I could get medical attention and he needed it for his work and the officer knew that the only reason he was driving right then was because of a medical emergency,plus NORTHBENDS Fire and Rescue was called to the seen. What are our options? Oh he said he pulled us over do to a shattered winshield. Please tell me how someone can tell if a winshield is shattered at night when there 2 to 3 cars behind you. THE WINSHIELD WAS NOT SHATTERED we have pix of it in impound and the tow truck driver saw that it wasn't shattered. I had to barrow money from a friend so I could get a car. It was days before we could get out of NorthBend, we had just moved there and family was gone and had no friends available at that time. There's more, but I just want to know what we can do.
