I think this question can best be answered by the court in Maryland that has jurisdiction over the area where the citation was issued. That court information is usually found on the copy of the citation that the officer gave you.

Also, attempt to find out if the insurance policy was cancelled during the time the citation was issued. Sometimes the insurance company will allow you to pay the amount you were behind on and they will show that you had coverage during the time in question.
