Violation 3111(a) in Pennsylvania...Does it carry points?

In Chester Springs PA today, I got a ticket under vehicle code 3111 Section (A).

He wrote on the ticket "obedience to traffic control devices"

Does this carry any points or get reported on my driver's license?
Does this affected my Insurance car for the next renovation ?

Yes, 3 points, yes it goes on your record.
What it means to your premiums is up to your insurance company.

Is this something new? As far as I know, a 3111 is a cop giving you a break for speeding (or something else) and doesn't carry any points or show on your record (unless you have a CDL).
