Jet Ski Speeding / Tabs

washington state, the city of renton, most southernly end of lake washington.
a friend and myself had just put our jet skis in the water and were in the no wake zone heading out of it. as soon as we reached the wake free area we begin enjoying ourselves. we were immediately pulled over by the marine patrol who claimed we were speading prior to the bueys and that was why we were being pulled over. i am 100% sure we were not speeding prior to the no wake buey because we very slowly went directly to a no wake buey before punching it. i can understand some potential confussion if we were in between bueys, were judging whether we were past them or not might be difficult to tell, but this was not the case. at any rate, the officer pulled us over claiming that we had been speeding prior to the bueys. we both stated that we felt we had not been speeding. the officer then gave us a ticket for expired tabs. although I realize that it is pretty tough to argue expired tabs, i felt that under the circumstances, had the officer pulled us over for a legitimate reason we would not have been in the situation where the officer saw that our tabs were expired. my concern is not with regards to the tabs, but how the officer went about finding our tabs were expired. i contested the ticket in court and soon learned that the municiple judge did not have jurisdiction to hear any side of the case other than the expired tabs. so i was guilty of the expired tabs ticket and here i am. obviously this was not an expensive ticket and that is not my issue. my issue is being pulled over for no reason and then finding a reason for a ticket. i would like to know what if anything should be done at this point. do i have a case? is this an example of a civil rights violation? would it do any good to pursue this any further? if so, how should i go about it?
thank you in advance for any help
Nick.

You really do not have a case for the expired tabs. Even though it appears the citation for speeding was not an issue in court you were still in violation of the law.
I am one of those that watches jet skiers play in the waters of Lake Washington all summer while I am at work. I work at the Boeing plant in Renton. Looks like fun.
