If she never had a driver's license, or, it is suspended, then it can be held for up to 30 days. However, if the registered owner can successfully articulate that they made reasonable inquiry to the license status then the agency will probably have little choice but to return the car ... IF the registration is paid up.

Then the owner of the car needs to make an appointment for the hearing and present that argument. Apparently there was a mix up either with the DMV, Dispatch, or the officer's information. How do you know the license is not suspended? There can be a number of ways it can get suspended.

In any event, the owner of the car can make their case, go pay the registration fees and get a temporary registration, or pay the PNO fees and hire a tow truck to retrieve the vehicle.
