Look up speeding ordinance

What is the name of your state (only U.S. law)? Missouri

I received a speeding ticket that does not have the detection method marked and violation of ordinance 15.1. How can I find out what this ordinance says to determine if it would be beneficial for me to appear in court to try to get the ticket reduced or dismissed?
