Matters set for compliance

What is the name of your state (only U.S. law)? My state is California. City is Los Angeles.

My sister was just recently arrested for a warrant placed on her. They said its for failing to sign up and complete her community service. When I pull up her citation records, she has 5 matters set for compliance, 1 referred to collections and 4 - 40509.5 holds.

From what I understand the matters set for compliance have all been referred to GCS. Is the only way she can comply by paying in full or can she get an attorney or some other way since it is a lot of money. I know it's a long shot but I'm just trying to get as much information to help her.

For the 40509.5s, I don't think she's seen a judge for those so for those she should be able to set a court date to get those rectified?

Any information you can provide would be great. The main 2 courts that show are West LA court and LA metropolitan court.
