What is the name of your state (only U.S. law)?
NEW YORK.

How often are these reduced to non-moving violations like parking tickets? The officer felt bad giving me a ticket especially due to the holidays, but he had to because i swerved into the left lane when i was trying to pick up my drink that fell out of my cup holder. I have someone helping me trying to get it reduced as it is. Usually he can get the person off of all charges, but with mine it's unlikely, which i figured. I was just curious as to if I still had a chance at it getting reduced.

There's always a chance.

It depends on the court, judge, and/or prosecutor.

VTL 1128 (a) is 4 points on your license by the way.

Most courts I know of will not allow this to be reduced to a parking ticket. What city/town/village court is this?
