What is the name of your state? California

My question is: if you are ticketed for not having you seatbelt on as a passenger in a moving vehicle should that count as a moving violation on your DMV record ?
Forgive me for reposting the question. I had no reply before and figured that the old post might been slightly ambiguous in it`s language
