What is the name of your state (only U.S. law)? New Jersey
can a off duty officer send a summons in the mail for carless driving without pulling that person over ?? The ticket that came in the mail had inaccurate info on it. Can this be disputed

Any ticket can be challenge, the question is did the officer actually see something or was he going on the word of someone else. Many states required that only an on duty officer can issue citations, usually what happens is the off duty officer calls an on duty officer and has him issue the ticket. In that case both must show in court. The fact that ticket has wrong information allow you to call into question whether he actually identify the right person. He could have gotten a partial plate and thus the wrong information.
