What is the name of your state? NC

OK, so I was speeding...61 in a 45. A police officer friend of mine said if I went to court and ask the DA for a reduced sentence to 9 over I could plead guilty, pay the fine, and it wouldn't affect my insurance. Is this true? He also said that most of the time the DA's will do that if I have a clean record...which I do.

Or do I need to get a lawyer and get out of it?
