Would a judge in nm hear a case for arizona tickets,I am now living in nm and need to get a license and want to know if a judge here in nm will grant me a work only permit

A judge in NM has no jurisdiction over a court matter from AZ.

You will need to find out from the NM motor vehicle department whether you are eligible for a restricted license (or whatever they call it) in NM based upon the status of your license in your previous state or states.

If I remember from your other posts, your license is suspended due to failure to pay your fines. I'm not sure the DMV will give a restricted permit for this, but you'll have to ask them.
