What is the name of your state? Alabama

ticketed for speeding by small town police on county maintained rual road within city limits. Posted speed is 35 mph, I understand that federal law requires a speed study to set prima facia speed, Alabama law mentions this but also contains a phrase that reads "posted speed will be assumed by the court to be a legally posted speed unless evidence is introduced to prove otherwise" I have determined that no speed study exists for this roadway but how do I go about introducing this as evidence? Can state law just ignore that federal law requires a engineering study before posting speed limits?

Also, I need help in locating Alabama Case law concerning the certification, reliability, and admission of radar evidence in speeding trials. Can any one help me? thanks.
