Need help

I live in CT and was driving very close to the town line of Bethel CT but I was driving in Danbury CT. I pulled off on a ramp and at the bottom of the ramp there was a Bethel cruiser, in Danbury CT. He followed me, up the road till we got into Bethel. Once we did he pulled me over for not displaying a plaque on my CT license plate. Can cops just sit in towns other than their own waiting for a speeder or other person who is in violation of the law just so that they can pull them over as soon as they reach that cops own town?
