What is the name of your state (only U.S. law)? WA

I was sited for neglient driving in the 2nd degree for going 15 mph over speed limit and crossing fog line. I have a midigation hearing and what are my chances to reduce this charge. The speeding was a mistake did not see speed limit sign and crossing the fog line was due to wind gust. When issued the citation the officer cited a vehicle that I was not driving. Will this help me to reduce the citation or even get dropped? Do I need to get an attorney?
