My response:
This happens to whites, blacks, browns and redskins, also. So, unless you have actual, rock-hard proof of racism, then please, don't come "out of the starting blocks" using the "race card" as your "trump". You know, sometimes crap happens, and it has nothing to do with "race".
The cop had to stop one of you two, and he chose you. So what? And, none of your "race" issues have anything to do with your eventual question, anyway - - which was, "can i question the method in which he supposedly clocked me at 82?" In that question, you question the methodology, and not race - - which makes me wonder why you brought up the issue of race in the first place. So, be very careful when you question things that happen to you based upon what you perceive as a race issue. Otherwise, you might get labled in life as a racist yourself.
To answer your question, yes you can question his "method" by asking for a trial and subpoenaing the cop and the records concerning his radar gun (if that's what he used), or the records concerning his spedometer, if that's what he used. Both must be certified within 30 days prior to your ticket, or the ticket can be thrown out. Also, if the cop fails to appear in court, your ticket must be thrown out - - i.e., you have a right to face and question your acuser.
Thanks for writing.
