NJ Improper Passing Ticket

What is the name of your state (only U.S. law)? New Jersey

My friend was stuck in traffic and passed two cars on the shoulder to make it to his exit ramp. He received a ticket for Improper Passing. He is moving to California at the end of this week but the violation says it carries a 4 point penalty (he has a clean driving record).

Do the points carry over from NJ to CA?

Is it worth flying him back to try and have it reduced?

(Insert irrelevant sidebar here...Police officer said he wished he didn't have to give him the ticket but it was being recorded, its a common occurrence, plead not guilty, blah blah)

I do not know how the CA DMV applies penalties to your license (if they do at all-- call your DMV and check) for out-of-state tickets since they are not part of the compact, but I do know that the insurance company will find out about any violations received anywhere and you can count on the premium being affected.

You mention a good point. There is a difference between points on your license and an actual violation as it applies to insurance rates.
I think it's worth his time to send an attorney and plead it down so his insurance rates are protected (or at least minimize the financial exposure).

I did check with the CA DMV and they do not transfer points from NJ for this offense.
