Can any legal counsel explain the provisions under NJSA 39:4-97.2 unsafe driving?

The law suggests that you can use it reduce traffic points to zero twice in a five-year period and 3rd use of the provision will cost you four points. How do you count the five year period? Having used it to reduce traffic points to zero in June 2002 and again in June 2005, if you have another ticket in August 2007, can you or can't you use the provision again without incurring the four points?
