no head lights after dark

What is the name of your state (only U.S. law)? Miami, FL
HI I was recently stopped for not having headlights on. The dashboard was lit and I was in a well lit area and did not realize the lights were not fully on. Instead of a warning he gave me a non speeding moving violation for $154 section 316.217 subsection 11A.
On the ticket he also put the wrong year of the car. I think its crazy to pay $154for this. do i have any grounds for dismissal?

Hell, I think it's crazy to pay $60 for a ticket at a $0.25 parking meter, but that doesn't mean I don't have to pay...
