No Proof of Insurance

Friend A borrowed "friend B"'s car. He got pulled over by a cop and was given a ticket for no proof of insurance. The cop himself while writing the ticket, told friend A, that if friend B went and got insurance the court will either reduce the ticket or throw it out. Friend A told Friend B about this, and friend B is refusing to get insurance.
I did a little research on the web, and found that some people say if you prove the car isn't yours then you can pay a fee to get the ticket dismissed and then some other like, $16 dollar fee.
Is there anyway to get this ticket either reduced or thrown out since auto insurance goes with the CAR and not the driver? I just feel that is was Friend B's job to have the insurance or at least go get the insurance and Friend A shouldn't have to be paying that entire fine??? :mad:
