No seat belt/Cancelled License?

Husband got a ticket for no seat belt, (during "Click it or ticket" weekend).
He was wearing seat belt even as officer came to the car window. Officer said he did not see it and told Husband he would have to go to court to fight it. Is this ticket going to add any points to his license? It's only a $10.00 fine.
Next issue, Husband went to get an Alabama license in 1997. Alabama sent him a letter stating they could not issue him a license because Florida had a flash on his record. He called Florida no one could find the flash and so he dropped it and renewed his New York license. (He travels from state to state sometimes for several months at a time) Now this year he tries to get an Alabama license and again Florida had a flash on his record, after several days of phone calls he got a "Clearance Letter" from the state of Florida and took it to get his alabama license. They told him his license was cancelled in Alabama because in 1997 when he applied for one and Florida had the flash. Alabama issued him a driver's license and then cancelled it because of the flash from Florida????? Now he has to pay A reinstatement fee of $150.00 to get his license. He has been licensed in New York ever since. Can they send you a letter stating they can't issue you a license and then assign you a Drivers license number? Now we have a ticket to deal with on top of this!
Would his New York License not be valid in Alabama? Why would the officer write him for a cancelled Drivers License when he had one from New York that is current?
