No turn on red sign

What is the name of your state (only U.S. law)? GEORGIA
I WAS JUST FOUND GUILTY FOR TURNING RIGHT ON RED. THERE WAS (1) SIGN AND THE SIGN WAS NOT A STREET LEVEL AND NOT CLEARLY VISIBLE. IS THERE A REQUIREMENT AS TO THE NUMBER OF SIGNS OR PLACEMENT TO MAKE IT ENFORCEABLE ?
