off duty statetrooper

What is the name of your state? Florida I live in a sub-division , as also a Florida state trooper. He lives on the main entrance road and in the afternoon when he is off duty, he stands at the end of his driveway and flags down motorist that he thinks is speeding**************Is this legal....Thanks
