Officer was no show at hearing, Judge still made ruling

What is the name of your state (only U.S. law)? Pennsylvania

I recently had a traffic court hearing (my first in the 14+ years I've been driving). I had plead not guilty to the citation. When I went to the hearing the officer did not show up, yet the judge still made a ruling (he first asked me where I worked which I wasn't sure what relevance that had to the situation). The judge said he would remove the points, but is still making me pay the fine. How can the judge make a ruling without the officer being present? I had always believed that if an officer didn't show, the case would be dismissed/thrown out?
