What is the name of your state? Colorado

I moved back to colorado after 9 years. Went to get drivers licence and clerk told me I had a suspended licence here because of a speeding ticket and no insurance ticket for 11 years ago.
I called the county clerk in the county these tickets were from and she looked them up and found that the speeding ticket was from 1989 and was cleared in 1990. She couldnt find the no insurance ticket.
My question is can I find a way to expunge the no insurance ticket so I dont have to get a sr22. The rates for my insurance would be $200/mo my agent said and that is unacceptable. Please help.
