I recently moved from PA to NC. When I went for my license, they said I had an outstanding summons from 1991 in Newark, NJ. After researching it, I found out it was an illegal turn, and the summons went to an address that I had just moved from, so I never received it. The judge will review it in two weeks.
My question is whether or not they can charge interest on the fine for the 15 years? I don't remember getting the ticket, but it is possible.
