Out of jursidiction?

What is the name of your state? Minnesota

My plates were run at an intersection, i think it was upper 182nd st, after the officer had been sittin in the far turnlane waiting for the light. i continued on my way back home. i got to my intersection, 170th st, where i was going to make a left turn and the cop rolled up behind me. waited for me to turn then proceded to turn his lights on and pulled me over, i recieved a ticket for DAR revoked plated and no proof. i actually had insurance but the old proof papers were in my box. the question i have has to do with the ticket saying he pulled me over at 180th st wich he did not and i had a passanger as my witness to that. also the another officer that arrived at the scene said"we cant give you a ride down the street because we are out of our jurisdiction" to my asking "can you take me home?"
anyone have answers? please help i just got the letter saying i have court tomorrow for it. thanks
