passing on the right on a 2 lane street

What is the name of your state? MA
Any opinions of this matter? It doesn't seem safe or legal.
I thougt passing should take place on the left with
the solid and seperated lines dictating wether one could
do so.

Where I live in MA people pass on the right quite frequently.
THey make a new lane out of the breakdown lane. Is this a legal
move.?

It probably isn't legal. Generally most states do not allow driving to the right of the white line. There are some circumstances that it would probably be overlooked. I have seen it done by county and state ppolice in my area.

Would there be a specific reason as to you asking?
