Passing on shoulder

What is the name of your state?
california
I was ticketed for passing on the shoulder how can i fight against this?

Why did it appear to the officer that you were passing on the shoulder, and what were you doing on the shoulder? If you are guilty, pay the fine and be done with it. If not guilty, what is your defense?
