passing tractor trailer new york state

What is the name of your state? new york

We are residents of vermont. My wife was coming home from new york state thruway, i87 north. She was in front of tractor trailer, speed zone at this point was 55 and she decided to PASS this truck and she did, then NYS police stop her and issued a ticket 55ph zone going 74. Nothing on the ticket said anything about tractor trailer! I called NYSDMV and its ok to pass a truck. Who's right?

Sure, its legal to pass the truck, you just can't speed doing it. That's why the ticket does not state that info, it is irrelevent.
