payment fees

What is the name of your state? CA

I didn't take care of my payments for a ticketcourt sent me this thing in the mail that said i needed to go talk to court compliance or else they are gonna add 250 bucks for not paying the payments on time, I went into the court today and paid of the entire initial fee without the 250 in additional fees, the lady at the front desk said I should write a letter to the judge and staple the receipt to the letter and there is a chance that the judge may drop the additional fees. I was wondering if you could help me make the letter look professional, I don't know, i mean I don't even know the judges name so I don't know how the formalities would go..so write me back let me know if there is anything you can do to help me.

rough draft of letter

below is a rough draft of the letter I was asked to write. Give me some input on it if you can.

To whom this may concern,
I was given a ticket in September for riding in the back of a truck without a seatbelt. Since I didn't have the money at the time to pay the entire ticket I agreed to a payment plan of 20 dollars a month plus a final fee of 5 dollars. I am not sure how many payments I missed but i am sure I missed at least one because I was out of town on vacation and the whole thing slipped my mind. When I got home from vacation I had a pink slip in the mail that said a $230 dollar fee has been added because I had missed payments, the pink slip said that if i went to court compliance immediately then there was a possibility that the extra fee would be dropped. So I went to court compliance as soon as I opened the mail. I had $170 cash from Christmas so i decided to pay of the entire initial ticket. The person working at the desk for court compliance said that I would have to go to court if I wanted any chance of having the fee dropped, she suggested I write a letter explaining the situation.
Sincerely,
Layne Cornell
