photo radar

I rec'd a ticket in the mail for going through a red light as detected by photo radar. They just want you to send in a fine or appear before them if you disagree. Is photo radar legal? Is there a precedence on which to refuse? I disagree that since I went through the light rather than slam on brakes or speed up that this warrants a ticket. There was no danger in the intersection as evidenced by the photos taken where there was no traffic in the area although this isn't why I went through it I simply got caught there going slowly through. Any information on the legality of this or ways to argue?
