What is the name of your state? Virginia but ticket from West Virginia

If I go to court and admit speeding, say 5-10 mph over instead of 16, as written on the ticket, would that still be considered pleading guilty, and thus settled that day?

Would it be better if I just tried to just plead guilty outright and explain why I was ticketed at 16 over, and ask the judge for leniency?
