Please help, appealing sppeding ticket

Hi! I am appealing a sppeding ticket in Florida. Got ticket for 61 in 45 zone (End of the month). Was not speeding. Officer coming in oposite direction, significant distractions between both sides of the street (trees). Officer stop next to me at a near by traffic light, made eye contact and did nothing, police lights were not on. After traffic light truned green, officer got behind my car and stopped me. Went to court, did my case, officer did not know if there were any cars larger than mine that could have affected the radar. Brought my witness, who testified as to the lack of the officer to pursue with his police lights on. "Hearing Officer" reserved his right to give a veredic. I always pleaded not guilty. I received the veredict by mail stating a change of plea to "NOLO" and adjudication guilty. I am planning on appealing on an improper change of plea by the hearing officer. Any suggestions. Thank you so much

I was doing between 40 and 45. I remeber that there were cars around and were actually passing me. That's why I asked the officer the question in the trial. He only replied that the only car he remembered was mine... Funny I guess, when he did not see me standing next to him at the near by traffic light.

(End of the month) LOL o-boy. Is there a difference between end of the month and beginning of the month? I think not. You were stopped by a radar in the patrol unit that is referred to as the mover. Of course the patrol car is going to wait until the green light then get behind you. You heard of PUBLIC SAFETY. It's your right to fight it so keep fighting it.

Dear Mr/Ms Dabear.
I believe it does matter that it was the end of the month because of the sinple fact of "Quotas". Why else do you explain that during the first weeks of the month rarely do you see an officer stopping a car but when the month is about to end you see up to five police cars together, like waiting from pray...?
My point with regards to the traffic light is that when I asked him why it was that he did not make any type of approach when "I made eye contect with you" at the traffic light, he said it was because he did not see me!!! This was explained to the "hearing Officer" by my witness and myself. The officer was looking for a moving violator that he DID NOT SEE" next to him at the traffic light. To answer your sarcastic question, yes I've heard of public safety, but that was not the issue. The traffic light had turn red at the time I got there together with the officer. If he was following me before, why were his police lights not on, why did he do nothing when I looked at him?.
I believe that police is a fine institution. But an institution can not control all its members, and the uniform does not make the person, it is the person that makes the uniform. If a person is a lier and a cheat, the officer will be a lier and a cheat. Not that I am saying this officer was... but, just to show you that police officers are not always right
Thanks for your help and the encouragement!
