| As long as the violation is located in the citing jurisdiction, yes.
__________________ There are at least 17 lawsuits (!!) pending in various courts, including the US Supreme Court, asking if Obama is a natural born citizen (as req'd by Art II, Sec 1 of the US Constitution). Why has he spent over $1.35M in legal fees to block disclosure... rather than spend $12 for a VALID birth cert to settle the matter? The 'certificate' he has presented doesn't qualify to get a drivers license, wouldn't allow a child to qualify for Little League, or for a real citizen to get a US passport! |

| Yes and no is the answer to your question. Such as if you live in the Metro Detroit area and you live near (I think its 8 mile which is the county border) then yes it is legal for officers from Warren to pull you over on the Detroit side and cite you into Macomb court or say a Hazel park officer to do the same and cite you into Oakland County court. I used to work in Michigan and where I worked at, was along the county border so it was common knowledge to see the local cops and county sheriff's to issue cite's on one side into there local courts. |
