What is the name of your state? Tennessee

I was late for a funeral  really. but that has no bearing. On the way, I was pulled over for what the officer stated was an improper U-turn. I was ticketed by the officer for "made prohibited turn - violation of section 21-115"

Section 21-115 reads: Whenever authorized signs are erected indicating that no right or left turn is permitted, no driver of a vehicle shall disobey the directions of any such sign.

Section 21-116 addressed improper U-turns.

I made the turn in question from a marked center turn lane, with no signs at that point, nor posted at the preceding or following intersections prohibiting turns in either direction, or U-turns for that matter.

My question: (a) Is being cited for an offense other than what the officer stated was the violation grounds for dismissal if I decide to go to court? and (b) since no signs prohibiting turns from the marked center turn lane exist in the area of the violation, isn't that in itself grounds for dismissal?

Thanks in advance. This whole site is fascinating even if you don't have a question!!
