pulled over for stolen plates

My brother's car's registration expired and the car had multiple parking tickets, so instead of paying to renew DMV registration he stole another car's license plates (same make & model) and put it on his car

Then he got pulled over for a traffic violation, the cops run the plates and came up stolen. He was arrested and released the next day and given a court date (I don't know if he posted bail or was ROR). I also don't know for sure if he had outstanding traffic tickets or not (didn't find out about this until after he was released). He was leaving work on his way home (1 am, he works at a restaurant, he usually closes)

He doesn't drink or do drugs, so there's no DUI. He's never been in trouble with the law, except one time 8 years ago he got arrested for outstanding traffic tickets and he did a couple of days in county jail and paid a fine.

What type of charges do stealing somebody else's plates carry? are we talking misdemeanor of felony? Is it likely he will do time? I don't know anything about this, so please explain what scenarios he will be facing. Thanks

This is in California

Find out. The statute number is what will allow us to know the exact charge as well as what the possible punishments will be.
