Red light cameras with no license plates

In California, can you receive a ticket from a red light camera if you still have paper/dealer plates on the vehicle that was recently purchased? Do the enforment agency have the capability or desire to track down the dealership listed on the plates in an attempt to locate the owner and issue a ticket?

You won't ever see a ticket. If there is no license number, the citation won't even go through the system.

So there is not way to identify the individual driving or track them using any other information?? The photo, dealer listed on the plates, anything? I assume they need the license plate number no matter what, correct?
