Red light violation or Right Turn on Red Violation?

What is the name of your state (only U.S. law)? Illinois
I recieved "Red Light Violation" captured by a traffic camera in a south suburb. The 15 second video clearly shows my car passing completely past the white stop line in the right lane and stopping, prepared to turn. And that's how it ends -- during the last 9 seconds of the video, my car is shown sitting at the intersection. The video ends with my car still not turned. Also, the photos show my car in the same spot. There is no evidence that my car ever turned, much less on a red signal. According to the citation, the "Violation Notice depicts a Red Light Violation . . . ." and "[t]he recorded images are evidence of a violation of a red light signal and/or law pertaining to 'Right Turn On Red.'" I'm not sure if I'm charged with running a red light or turning on red. Did I do either?

You're supposed to stop BEFORE the white stop line. If you didn't, then you ran the red.
