Request to renew drivers license denied over their mistake

I've been dealing with a dilemma with the Department of Public Safety for the past 4 months regarding the renewal of my license.
This is the situation, back in february I had to renew my license but before I could do it , I decided to call and see if
I had any outstanding warrants and or tickets that I have'nt paid yet. Good thing I did because I had 2 tickets in dallas and 2 in arlington, I paid off one in dallas and the other got dismissed, so I went to arlington and paid off a ticket and have a court date to show proof of financial responsibility( insurance) for the other one which will be in october. Now that they were taken care of I received a letter 2 weeks later stating that i had a surcharge fee which was $260.00 and would need to be paid in order to recieve my license, I decided on a payment plan since I'm unemployed and had top borrow money from my mother and checked each money order I sent to make sure they were cashed. So after taking care of that issue I receive another letter stating that they have denied to renew my license due to failure to appear so I called both court houses and was told by arlington that my court date doesnt have anything to do with the failure to appear so I called dallas and was told that the information is shown as being completed and that the information was sent to austin for them to process it which takes 3 to 5 days. After waiting 2 more weeks, I contacted austin and was told that they didnt receive any information regarding the payments have been made, so I call dallas again and was told that their system shows that my record is clear and I have no outstanding tickets and was told to call austin back and relay the message. i call austin back and was told that I have a failure to appear in the dallas municipal court and was told to call dallas, after an hour of calling back and forth, I decided to give it more time. June 13th I went to the dallas county courthouse and spoke with someone about the matter and the nice lady who helped me didnt find anything on my record either and she asked me for a docket number but since my cellphone was off I had to drive all the way back to grand prairie and call austin to get a docket number and then I called the nice lady at the courthouse and gave her the docket number and still she found nothing and she told me she would call me back, after 2 days sha calls me back to inform me that I had to pay a dismissla fee of some sort for the isurance which was nothing but $30.00 so I went and paid that on the 16 of june, it is now the 17th of july and I called austin thursday morning to see if I had to go back to the public safety office in arlington to renew my license and again I was told that I still hae a failure to appear and I wont be able to renew my license until it is taken care of which has been taken care of and I have the receipt to prove it but I was told that they can only receive the message from dallas municipal courthouse which they (dallas) claim to have already done and it was supposed to take 72hrs but when I called dallas thursday I was told it takes anywhere from 3 to 5 days. I really need help on my situation. I've been unemployed because of this situation, I live in grand prairie where there are no buses and if I do get an ID to get a job, the problem would be getting back and forth with fear of being pulled over for a traffic violation and the police finding out I'm driving without a license and getting a nother ticket and or jail time because of a mistake of the system that isnt helping me at all but taking my money and I have no way of getting through this issue, if you can help me it would be greatly appreciated because I'm tired of being unemployed because of a mistake of austin and dallas.
