Right lane must turn right

What is the name of your state? VA

Issued ticket for "failure to obey a highway sign" VA 13-270/46.2-830

Was travelling in far right lane, sign and arrows indicate "Right lane must turn right" .Proceeded through the traffic signal "A" (green light) without turning right, for which summons issued.

Far right lane did NOT terminate at traffic signal "A", rather it terminated at next traffic signal "B" where I did make my right turn. Further, far right line controlled by uninterrupted solid white line from a point prior to signal "A", up to right lane termination at signal "B". (my thinking is that I can not cross the white line, so I must enter far right lane prior to signal "A" in order to turn right at signal "B")

The sign "Right lane must turn right" does not specifically indicate that lane must turn right at signal "A" (as opposed to "Right lane must turn right at signal", which sign is also used in VA). Am I violating the law if I turn right at signal "B" farther down the road ?

No big deal if I'm wrong here, but I don't want to get railroaded because I'm an out-of-towner.

Thanks

My response:

Nice try, but no.

You are obligated to make a right turn at the first available right turn onto a public roadway - - not a right turn 3 miles down the road, passing numerous other public roadway intersections.

You were obligated to make your right turn at "A".
