Rules of Discovery Applicable?

Do rules of discovery apply in traffic court? I was cited for speeding, but I think the officer may have clocked somebody else, and pulled me over by mistake. If the police officer had a dashboard camera running, do I have the right to view that recording prior to the trial? The officer's buddies at the station say I have to go to trial to see the evidence against me.
