School Zone legend "WHEN CHILDREN ARE PRESENT

What is the name of your state? California. What does the legend under the SCHOOL, SPEED LIMIT 25 "WHEN CHILDREN ARE PRESENT" mean to the driver? Does law enforcement have a common definition? Can anyone refer me to an authorative definition?
