SOL on red light camera CA?

I am in California.

I just received a red light camera ticket from over a year ago. The ticket was originally sent to my brother since the car is registered to him. He told them it wasn’t him, and he didn’t know who it was. They figured out it was me. The violation occurred on 7-23-06 but they did not issue me the ticket until 7-27-07. I only ran the light since it had just started raining and the roads were very slick. Slamming on the brakes would have been BAD, and much more dangerous than running the light since there were no other cars on the road. Is there anything I can do? Is it worth fighting? Thank you. What is the name of your state? P.S. the entire court address is on the ticket, so I don't think this is not one of those bluff tickets.What is the name of your state?
